Cooperation Protocol between the National Council and the General Program Radio Station – June 2014

An agreement was reached to produce 15 short radio drama episodes aimed at raising legal awareness among citizens, under the title “Your Right in Our Eyes.” These episodes were broadcast as a segment in the program “To Housewives” twice a week.

Cooperation Protocol between the National Council and the Administrative Prosecution Authority – 22 February 2015

This protocol aims to strengthen cooperation in receiving complaints. The Council initiated implementation by organizing training for 300 judges from the Administrative Prosecution on parliamentary election management.

Cooperation Protocol between the National Council and the Coordinating Committee for Combating Irregular Migration – 10 February 2015

The objective was to collaborate in preparing and funding a field study on irregular youth migration, which was assigned to the Social and Criminological Research Center

Cooperation Protocol between the National Council and the Danish Institute for Human Rights – 26 June 2015

This protocol aimed at organizing training and awareness programs for various target groups, including:

Teachers, activity coordinators, and specialists
Media professionals and journalists
Final-year students from faculties of media, law, education, and the Police Academy
Police officers, prosecutors, and local leaders (village elders and sheikhs)
These programs were supported by radio and television content.

Cooperation Protocol between the National Council and the Ministry of Immigration and Egyptians Abroad – 1 February 2016

The protocol aimed at designing and implementing a training program for ministry staff to build their human rights capacities. In return, the Ministry committed to providing the necessary support for the implementation of the program’s activities.

Cooperation Protocol between the National Council and the National Council for Disability Affairs – 14 February 2016

This protocol aims to promote, develop, and protect human rights, particularly the rights of persons with disabilities, through their empowerment, rehabilitation, and inclusion in comprehensive development programs. The agreement includes:

·         Joint preparation and exchange of reports to unify perspectives on shared issues

·         Organizing conferences related to the rights of persons with disabilities

·         Receiving and monitoring complaints and cases of rights violations, with coordinated action between both councils

·         Participation in committees, units, and joint projects

·         Cooperation and exchange of publications and reports related to human rights awareness and disability issues

·         Joint training and fieldwork between staff of both councils in shared areas of expertise

Cooperation Protocol between the National Council and Senghor University – 3 March 2016

The goal of this protocol is to foster cooperation in protecting the rights and freedoms of Egyptians abroad and strengthening their ties to the homeland. Senghor University, which serves African development, is an international public benefit institution welcoming students and professors from French-speaking countries interested in African issues.

Cooperation Protocol between the National Council and the Ministry of State for Legal and Parliamentary Affairs – 23 June 2016

This protocol focuses on organizing and implementing a training program to build the human rights capacities of ministry staff. The Council is responsible for designing the program’s training modules, while its Training Unit prepares the trainers. The Ministry commits to providing the necessary support for implementation.

Cooperation Protocol between the National Council and the Ministry of Interior – 16 March 2017

This protocol was established within the framework of fruitful cooperation between the two parties and the commitment to promoting human rights culture within the Ministry of Interior. It includes the implementation of 10 training courses targeting 300 ministry personnel, aimed at enhancing their understanding of human rights and fundamental freedoms.

Cooperation Protocol between the National Council and the Administrative Control Authority – 9 December 2020

The objective of this protocol is to exchange expertise in areas of mutual interest in line with the National Human Rights Strategy and the National Anti-Corruption Strategy, in accordance with international and regional conventions. The cooperation includes joint training activities and public awareness efforts to promote a culture of human rights.

Cooperation Protocol between the National Council and the Ministry of Social Solidarity – 2021

This protocol aims to provide training and awareness for both closed and open care institutions, as well as ministry staff who directly interact with the public and media. It also includes urgent training courses for Ministry staff on the basics of human rights. Additionally, the protocol establishes coordination between the Council and the Ministry to hold meetings of the Advisory Coordination Committee responsible for following up on and supporting the alignment of civil society institutions with the law.

Cooperation Protocol between the National Council and the Ministry of Justice – 6 May 2022

The objective of this protocol is to conduct joint research, organize and hold scientific and practical conferences, seminars, and workshops focused on human rights and public freedoms. The protocol emphasizes the importance of exchanging legal and technical views regarding various legislations, including amendments or the introduction of new laws related to human rights and public freedoms.

Cooperation Protocol between the National Council and the National Institution for Human Rights, Kingdom of Bahrain – 2 June 2022

This memorandum of understanding aims to strengthen coordination and cooperation in promoting, encouraging, and developing human rights principles. The cooperation includes:

·         Exchange of visits, legal and human rights consultations, publications, literature, and specialized studies

·         Organizing workshops, events, and joint conferences, particularly on human rights issues.

Cooperation Protocol between the National Council and the Ministry of Youth and Sports – 1 August 2022

The goal of this protocol is to organize specialized, tiered-level training courses within the framework of the National Human Rights Strategy, as well as to implement youth initiatives that promote values of citizenship, belonging, and awareness of children's rights. It also focuses on encouraging initiatives related to protecting children's rights, increasing awareness of the rights of persons with disabilities, and protecting children from abuse, exploitation, neglect, and all forms of violence

Cooperation Protocol between the National Council and the Swiss Embassy – 21 November 2022

This cooperation aims to promote a culture of human rights in Egypt. The collaboration includes launching a project to encourage political participation, as part of the Council's efforts, in cooperation with the Swiss Embassy, to support the National Human Rights Strategy

Cooperation Protocol between the National Council, Ministry of Education, National Council for Childhood and Motherhood, and National Population Council – 20 November 2022

This protocol, in collaboration with the three entities, aims to review and issue relevant laws concerning children's rights, including:

·         The law to prevent child marriage

·         Strengthening measures to prevent forced and temporary marriages

·         Creating a legal system to modify the justification for pre-trial detention if the accused is a child over 15 years old, tightening the conditions for detention

Participating in enhancing the judicial system for child witnesses.
The protocol also includes coordination between the three parties and the General Directorate for Community Education in the Ministry of Education to implement an awareness program targeting students in schools friendly to girls, raising their awareness on protecting their rights, combating violence against children, child labor, and child marriage, and methods of protection

Cooperation Protocol between the National Council and the European Union – 11 December 2022

This protocol marks the launch of the project to support the National Council for Human Rights in collaboration with the European Union. The project aims to improve efficiency and enhance the capabilities of the Council in the field of human rights, strengthen partnerships with civil society, and establish strategic collaborations in the human rights domain.

Cooperation Protocol between the National Council and the Ministry of Social Solidarity – 17 January 2023

The protocol aims to conduct joint research, organize and hold conferences, seminars, and workshops on fundamental human rights and public freedoms, as well as study social phenomena that emerge in Egyptian society and address issues like violence, homicide, and hate speech.

Cooperation Protocol between the National Council and the World Council for Tolerance and Peace – 19 February 2023

The objective of this protocol is to enhance cooperation between the two parties in order to achieve peace and promote the values of tolerance and human rights. The partnership seeks to protect human rights and spread values of tolerance and brotherhood among nations. The protocol also aims to:

·         Promote human rights culture

·         Enhance tolerance and peace culture through the development of human rights curricula for schoolchildren, teaching them tolerance, human rights, and ways to coexist with others

·         Provide training for workers in the public and private sectors to ensure prevention and foster connections between communities to advance human rights and uphold values of tolerance and peace.

Cooperation Protocol between the National Council and October 6 University – march 2023

The cooperation between the National Council for Human Rights and October 6 University aims to contribute to the implementation of the National Human Rights Strategy, primarily focusing on raising awareness among university students about human rights. It also includes the exchange of experts and specialists from the National Council for Human Rights and academics from October 6 University to carry out relevant activities listed by both parties. Additionally, the protocol encourages the adoption and execution of field study visits for university students, which contributes to achieving the desired goals

Cooperation Protocol between the National Council and Cairo University 6 April 2023

This cooperation protocol aims to contribute to the implementation of the National Human Rights Strategy, with a focus on raising awareness among university students about human rights. The agreement also includes preparing and implementing joint programs that aim to build and qualify a new generation of graduates from the university who are equipped with and believe in the culture of promoting and respecting human rights. The program further aims to produce specialists in the field of human rights. Both parties will exchange experts and specialists from the National Council for Human Rights and Cairo University to implement activities related to this field. Additionally, the protocol adopts and implements a program of visits for experts and members from both parties, along with field study visits for university students.

Cooperation Protocol between the National Council and New Giza University - 30 October 2023

This protocol aims for mutual cooperation to contribute to the implementation of the National Human Rights Strategy and work on building a new generation of university graduates who are qualified with a culture of promoting and respecting human rights. The protocol focuses on raising awareness about the rights of children, the elderly, and minors, in addition to how to deal with vulnerable and marginalized groups. This will be done through various implementation mechanisms such as workshops, seminars, conferences, discussion sessions, and experience-sharing meetings. The agreement also includes adopting the implementation of field visits for university students to contribute to achieving the mentioned goals.

Cooperation Protocol between the National Council and the Administrative Prosecution Authority - 30 October 2023

This protocol focuses on joint cooperation in the field of community awareness regarding human rights and public freedoms, particularly in the field of disciplinary investigations. It also includes providing a dedicated digital platform for human rights violations complaints, where the Administrative Prosecution Authority will handle, inspect, and refer complaints under its authority. Furthermore, the protocol encourages cooperation in the field of law enforcement through the exchange of legal and technical views on aligning internal legislations. It also includes incorporating awareness campaigns, educational seminars, workshops, and public meetings organized by the National Council.

Cooperation Protocol between the National Council and New Mansoura University - 19 December 2023

This protocol aims for cooperation and the exchange of experiences with the university in areas of raising awareness and reinforcing the culture of human rights, building capacities to face challenges related to human rights, reviewing human rights curricula, conducting joint research, organizing seminars, workshops, and conferences around human rights and public freedoms, as well as implementing field study visits and cultural activities for university students to achieve the goals of this protocol.

Cooperation Protocol between the National Council and the Ministry of Finance - March 2024

This protocol aims to cooperate with the Ministry of Finance through the Human Rights and Equal Opportunities Unit to offer and implement workshops, seminars, comprehensive training programs, and discussion sessions for ministry employees and affiliated entities. These activities will focus on how to achieve the targets of the National Human Rights Strategy, highlight national efforts in the field of human rights, and contribute to achieving the Sustainable Development Goals. The National Council will also provide studies and proposals to help the Ministry and its agencies protect, support, and develop human rights.

Cooperation Protocol between the National Council and the National Election Authority - 5 November 2024

This protocol aims to build a positive community that believes in justice, equality, and the promotion of political participation and human rights.

Cooperation Protocol between the National Council and the General Union of Egyptian Trade Unions -16 April 2025

This agreement focuses on joint work to achieve the following objectives:

·         Enhance workers' rights in all fields, including economic, social, civil, and political rights.

·         Provide training and awareness on workers' rights, equality in work, and cultural rights.

·         Cooperate in monitoring and documenting violations related to workers' rights in the workplace, with a focus on vulnerable groups such as migrant workers, women, and youth.

·         Advocate for labor issues at both national and international levels, including improving national legislation to ensure the protection of workers' rights.

·         Provide legal support to workers who face violations or discrimination.

·         Strengthen collaboration with civil society organizations to improve the status of workers in Egypt.

·         Promote freedom of expression and trade union gatherings in workplaces.

·         Support workers' political participation by representing them in decision-making bodies.

·         Prepare a report to raise awareness of workers' rights and provide suggestions for development.

·         Organize workshops to identify mechanisms for protecting workers' rights.
